The Ghlobal Diaspora Council, a Civil Society Organization which is an assembly of Ghanaian communities in over 30 countries, is demanding an explanation from the Electoral Commission for its refusal to implement the Representation of the People Amendment Law (Act 699) popularly known as ROPAL in the 2024 Presidential and Parliamentary elections set for December 7th.

In a letter dated July 23rd to Chairwoman Jean Mensa and signed by The Netherlands-based Eric Osei Adomako, Chairman of the group’s Legal Committee, failure by the EC to state a compelling reason within 14 days for not implementing ROPAL will result in the group placing an injunction on the December election because the EC would have directly disobeyed a court order.

ROPAL was passed by Parliament and signed into law by President J. A. Kufuor in February 2006. Since then, not even an order by the Human Rights Division of the Accra High Court on December 18, 2018 for the EC to implement the law has resulted in its implementation.
