Advancing Electoral Inclusion for All Ghanaians
The right to vote is a cornerstone of any democratic society. In Ghana, the Representation of the People Amendment Act (ROPAA) was passed in 2006 to enfranchise Ghanaians living abroad, yet its implementation has been long delayed. The ROPAA to Vote project is a strategic initiative aimed at turning this dormant legislation into a living reality – ensuring that by the 2028 general election, every eligible Ghanaian, regardless of geographic location, can participate in shaping the nation’s future.
This project advocates for the seamless, transparent, and timely implementation of ROPAA, with a practical roadmap built on collaboration with the Electoral Commission, the Ministry of Foreign Affairs, diaspora communities, and civil society organizations. It pushes for the legal, logistical, and technological frameworks required to make diaspora voting credible, secure, and accessible. By drawing on best practices from other democracies with large expatriate populations, the campaign promotes solutions that are both effective and tailored to Ghana’s electoral environment.
Beyond the mechanics of voting, ROPAA to Vote is about reinforcing national identity and strengthening the bond between Ghana and its global citizens. The estimated three million Ghanaians living abroad contribute significantly to the country’s economy and global image – yet remain excluded from direct electoral participation. This campaign challenges that contradiction and promotes the principle that citizenship must be inclusive, no matter where one resides. Empowering the diaspora to vote will enhance the legitimacy of Ghana’s democracy and deepen engagement in national development.
The ROPAA to Vote project is a call to action. It demands that Ghana live up to the promises enshrined in its own laws and Constitution. With strong advocacy, civic education, and strategic dialogue, this campaign will work tirelessly to ensure that Ghanaians abroad are not just contributors-but also voters-in the destiny of their homeland by 2028.
